STATEMENT BY HIS EXCELLENCY DR. LAZARUS MCCARTHY CHAKWERA, PRESIDENT OF THE REPUBLIC OF MALAWI, AND CHAIRPERSON OF SADC, CALLING FOR THE LIFTING OF ALL SANCTIONS IMPOSED ON THE REPUBLIC OF ZIMBABWE

           1. The Southern African Development Community (SADC) wishes to reaffirm its solidarity with the Government and People of the Republic of Zimbabwe, and to collectively voice its concerns on, and disapproval of the prolonged sanctions imposed on the Republic of Zimbabwe.

          2. As SADC, we are concerned by the continuation of sanctions on some individuals or entities of Zimbabwe and hereby call for the unconditional and immediate lifting of these sanctions. There is no doubt that this lifting will facilitate socio-economic recovery, and enable Zimbabwe meet her national and regional economic development plans as well as effectively manage her international obligations.

          3. As a Region, we remain adamant that the sanctions imposed on Zimbabwe, whether targeted or restrictive, are a fundamental constraint and hindrance to the country’s prospects of economic recovery, human security and sustainable growth. The global impact of the COVID-19 pandemic, coupled with the recent devastating cyclones Chalane (December 2020) and Eloise (February 2021) have mounted added socio-economic pressures that continue to impact negatively on the lives and livelihoods of the people of Zimbabwe.

          4. The trajectory of the global economy is on re-building and recovery. To this effect, Foreign Direct Investment (FDI), by virtue of being the largest source of foreign capital, remains a critical catalyst and facilitator of growth. The sanctions increase the perception of Zimbabwe as being in a high risk profile category, thereby diminishing the credibility of investment and investor confidence, while exacerbating investment risks. This further diminishes the country’s prospects of obtaining impactful FDI and serves as a deterrent for economic emancipation, growth and stability.

          5. We wish to commend those International Cooperating Partners who have continuously extended development cooperation support and assistance towards the Government of Zimbabwe, and urge all development partners and stakeholders to support Zimbabwe’s efforts towards implementing her reform agenda.

          6. The Republic of Zimbabwe, and the SADC Region, are committed to engage in meaningful and constructive dialogue with all relevant stakeholders, with a view to consolidate the rule of law, democracy, governance and human rights. It is only through such exchanges that better appreciation of concerns of all parties could be secured and progress towards their resolution be achieved.

          7. Consistent with the collective global commitment “to leave no one behind” and in practical furtherance of the spirit of multilateralism, SADC calls for the immediate and unconditional removal of all sanctions imposed on Zimbabwe, for the good of the country and its people, the SADC Region and the global community.

          H.E Dr. Lazarus McCarthy Chakwera,

President of the Republic of Malawi,

Sadc countries have declared October 25 as solidarity day against illegal sanctions imposed on Zimbabwe and resolved to conduct various activities in their respective countries on that day to resoundingly call for the immediate removal of the sanctions.

Zimbabweans will on October 25 hold marches throughout the country against illegal sanctions imposed by the West, with Harare hosting the biggest protest that will culminate at the National Sports Stadium where President Mnangagwa is expected to give an address.

In a broad and sweeping address that informed fellow global leaders about political and economic developments in Zimbabwe, as well as articulated the country’s key foreign policy positions, President Mnangagwa emphasised that the development agenda demanded “all hands on deck”.

He said, “The theme which you have chosen, ‘Making the UN relevant to all people: Global leadership and shared responsibilities for peaceful, equitable and sustainable societies,’ resonates well with the mantra of Agenda 2030, namely to leave no one behind.

“The theme is a timely reminder for us to keep the momentum going three years after the adoption of the Sustainable Development Goals.

“Also at the heart of the 2030 Agenda for Sustainable Development is a promise to end all forms of poverty.

“This shared vision and common destiny requires us to put all our hands on deck in order to meet the ambitious targets and create a better world.

“For us, in the developing world, the eradication of poverty is at the top of our agenda priorities.” President Mnangagwa said to this end, Zimbabwe had made substantial progress in implementation of some SDGs, particularly with regards to food security via the highly successful private-public partnership that has driven Command Agriculture.

“This is one example of innovation, creativity and home-grown solutions in addressing key developmental and economic challenges in spite of the continued illegal sanctions imposed on our country. We call for their immediate and unconditional removal,” President Mnangagwa said.

On the political front, Zimbabwe’s leader explained how his administration had set about opening democratic space, leading to peaceful, free and fair elections in July 2018.

“We are grateful to the UN and other member states for sending election observer missions and for the technical assistance received by our election management body.

“The recommendations will be taken into account as we deepen our democratic and electoral processes,” he pledged, adding that the Commission of Inquiry into the August 1 post-poll violence would guide his Government on the way forward, and more importantly on how to improve Zimbabwe’s institutional governance.

“Now that the elections are behind us, my country is now focusing on economic development as we seek to leapfrog the mordenisation and industrialisation of our country.

“The Land Reform Programme is behind us and is irreversible. Emboldened by the dreams, hopes and aspirations of our people, and in tandem with the United Nations Agenda 2030 and the African Union Agenda 2063, we have outlined our vision to become a middle income economy with a per capita income of about US$3 500.

“This will bring on board increased investment, decent jobs, broad-based empowerment and a society free from poverty and corruption by 2030. Zimbabwe is open for business,” President Mnangagwa said.

Turning to the global political and security theatre, President Mnangagwa said Zimbabwe would continue to contribute to UN peace-keeping and peace-building missions.

He added his voice to the continental call for Africa to have permanent representation on the powerful UN Security Council, as well as increased representation in rotational seats.

President Mnangagwa urged the world to take seriously the plight of people living under foreign occupation in Palestine, the Saharawi Arab Democratic Republic.

The Head of State and Government called for reforms to the global financial architecture, with particular reference to the World Bank and IMF, and encouraged “negotiations under the World Trade Organisation which foster inclusive and shared economic growth; and further advances the global development agenda”.

“Now more than ever before, the United Nations must stamp its authority and work harder for peace in a world where might is increasingly being regarded as right.

“Let us work together in harmony to ensure that the United Nations and all its organs, truly serve the collective interests of all Member States.

“As global leaders, we have a shared and onerous obligation to transform our societies and create a more peaceful and inclusive world, for present and future generations.”

BRITISH Prime Minister Theresa May yesterday hailed President Mnangagwa for his clear vision for Zimbabwe and commended him for pledging to set up a commission of inquiry into the violence that rocked Harare on August 1.

PM May, who is in South Africa, made the remarks in an interview with that country’s eNCA television last night.
When asked on President Mnangagwa and “the legal process” around his leadership, PM May said: “Well, I was pleased to hear that President Mnangagwa had said he was setting up a commission to look into the violence that we have seen taking place recently. I think that is an important step for Zimbabwe.

“I know that President Ramaphosa was out on inauguration in Zimbabwe only earlier this week, I think it is really an opportunity for Zimbabwe now. Now I look forward to Zimbabwe being able to grasp this opportunity for the future.”

Asked if that translated to endorsing President Mnangagwa, PM May responded: “The President is an elected President, and he is making an important step in saying he is setting up a commission of inquiry into what has happened in relation to the violence.

“I think that is a very important signal from him about the Zimbabwe he wants to see for the future, and the Zimbabwe that is taking opportunities for the future of its people.”

Political analysts last night said the remarks by PM May were very encouraging and were a further confirmation of the legitimacy and credibility of the July 30 election won by President Mnangagwa and Zanu-PF.

“Our elections were free, fair and credible, which no one in his her rightful mind can critic and the legitimacy of the election of President Mnangagwa can, therefore, not be questioned,” said political analyst Mr Gabriel Chaibva.

“The sentiments by the British Premier are a positive indication of the acceptance of Zimbabwe into the community of nations where we rightfully belong. We wronged nobody. We may have offended a few, but all are now realising that Zimbabwe was right in its land reform programme, particularly with recent developments in South Africa where PM May is currently visiting.”

Mr Chaibva said remarks by PM May were, therefore, encouraging.
“It is very encouraging to hear positive remarks from the British Premier representing the British people with whom we had a bilateral dispute two decades ago,” he said.

“It is an opportunity for us to open a new chapter in our bilateral relations. The sentiments expressed are very welcome and put paid to all matters relating to the legitimacy and credibility of our elections.”

Mr Chaibva said while the British were showing positive signs, it was sad that the Americans were still pursuing politics of aggression designed to create a puppet regime in Zimbabwe as evidenced by their imposition of illegal sanctions as the country prepared for the July 30 harmonised elections, in a bid to influence the outcome of the polls.

Another political analyst Mr Goodwine Mureriwa said sentiments by PM May pointed to an administration eager to correct wrongs of the past.

“I think Britain under May has not only realised that in the past the strained relations had been worsened by colonial history, but it has also opened a new leaf and wants to correct mistakes of the past,” he said. “These were compounded by the radicalism of Mr Mugabe and Tony Blair on both sides.”

Mr Mureriwa said Britain had a moral obligation to facilitate a smooth and just decolonisation process.
“Britain has realised that it has more to lose than gain, particularly considering that it has lost much in terms of investment opportunities and generally sustaining its economic interests throughout the region,” he said.

“In my view, what’s now appearing to be paramount to them is not to be hoodwinked by America’s arrogant and aggressive foreign policy towards the region, but to make inroads in Africa that would compensate for Brexit.

“They want a positive sum game and inevitably Zimbabwe, being their historical ‘little England’, gives them a lifeline considering the strategic and rare minerals in Zimbabwe.

“So, collective action does not seem to be a viable option. Realistically, countries want to pursue their individual interests and that is why Britain has not taken a stance that America has taken on South Africa, condemning the inevitable land redistribution exercise. It is good to be partners, not masters.”

President Mnangagwa is on record expressing his willingness to mend relations with Britain and even meet PM May over the matter.

Barely three days after his inauguration, President Mnangagwa has hit the ground running, announcing that his Government will create a conducive environment in which all investments will be secure and welcome in line with his “Zimbabwe is open for business” mantra.

The President urged the business community to take advantage of Government’s re-engagement policies to forge synergies with foreign investors beneficial to the economy.

Speaking at the launch of cutting-edge home and business surveillance security products by a Chinese company, Hikvision, in Harare last night, the President said the country should chart new development frontiers in the Second Republic.

Hikvision partnered a leading local hardware and electrical appliance supplier Nations Hardware and Electrical to supply its products in Zimbabwe.

Last night’s event was President Mnangagwa’s first public engagement after his inauguration on Sunday as Zimbabwe’s Second Executive President.

“I encourage business, industry and commerce to take full advantage of our engagement and re-engagement policy and establish mutual beneficial partnerships across the world,” he said.

“My Government will continue to create an environment where capital feels safe and businesses can thrive and create jobs for our people and an improved standard of life for all.

“Nations Hardware and Electrical spelt out its strategy as “Kaizen” meaning continuous improvement, which is the company’s thrust towards continuous enhancement and expansion for the ultimate benefit of economic growth.

“I also challenge you in the long run to seek avenues to further our innovations, leveraging on my Government’s thrust and drive as espoused in the incubation and innovation framework.

“I call upon business and industry at large to conscientiously support and promote human capital development, start-up and entrepreneurial initiatives that respond to the present and future needs of our country.

“We must, as we move forward, be pro-active, bold and seek to chart new frontiers in our development. Let us all within our respective fields create a deliberate environment where talent is supported and promoted.”

President Mnangagwa hailed the partnership between Nations and Hikvision saying: “Nations Hardware and Electrical together with partners should be commended for this collaboration, for indeed it is through such partnerships that Zimbabwe will thrive and achieve Vision 2030.

“Our quest to modernise the economy requires high level security systems. In this regard, CCTV surveillance systems are indeed an important component of any modern society. Not only are these systems a forensic tool, but they can also be integrated with other monitoring devices, alarm systems and access control devices, thus helping security personnel to identify and interrupt security breaches as they occur or even before they take place.

“Initiatives such as this one and the promotion of a broad array of IT applications will cumulatively contribute to the national security situation in the whole country.”

Nations Hardware and Electrical managing director Mr Rashid Materia explained how some of the high tech cameras worked to secure premises.

He said their products were a solution to the security challenges faced by businesses.
One of the company’s senior managers Mr Islam Jogee said: “Zimbabwe is open for business, to quote our leader President Mnangagwa, and Nations Hardware is ready and has always been ready to do business.

“Nations Hardware is the tools box of Zimbabwe and we not only confining this work to the urban centres. We are actually supplying outside Harare and other towns and cities. The aim is to set up branches in all the towns and cities around the country, thereby becoming truly national. We need to create employment.”

The Hikvision-Nations Hardware and Electrical product launch was attended by senior Government officials, Hikvision officials from China and Nations Hardware and Electrical executives.

After the event, President Mnangagwa was presented with a cheque of US$20 000 worth of Hikvision surveillance products to donate to any Government department of his choice.

Having studied and worked in the United States I have witnessed companies create wealth by coming up with creative solutions to problems we didn’t know we had.

In 1960, South Korea had the same economy as Southern Rhodesia. They were both Agro based economies. South Korea realized that the future was technology, so they invested in their Universities. Today South Korea is an economic powerhouse.

The world has changed. Once we can accept this then we can start adapting to this change. The question is, how and what can we do to succeed in this new world? Some readers are probably saying we don’t have a Samsung or a Hyundai. That is true. We do however, have an Econet.

We need to understand how this new world works. Manufacturing is done in China. It is very difficult to compete with China. They have people who can produce at a fraction of what most countries can.

The next question is what we can do in this new world. The answer is Business Process Outsourcing (BPO). I have personally seen jobs being exported to India and now the Philippines. There has been a massive training of programmers in the Philippines. American, Canadian, and Australian companies are sending jobs there because it now costs less money than India.

In my current job, we deal with programmers from the Philippine’s on a daily basis. I have asked them if they would like to migrate to the US or Canada and they have refused saying that they prefer being in their countries. What the government has done is helped to reduce the brain drain.

In 2010, the Philippines was declared the world’s BPO capital

        $8.9 Billion in revenue generated

Revenues are expected to soar with a five-year compounded annual growth rate (CAGR) of 38%

The country continues to become an attractive location for foreign investor
